Lavrov says quote "stands ready to constructively contribute to stabilizing this strategically important region."
No US official has responded yet. That's everything we know.
Why this mattersSo until now, this was a two-country standoff. Now it's three.
Here's why. A few hours before Lavrov spoke, Donald Trump rejected a seven-day plan from Iran to reopen the Strait of Hormuz.
Iran sent that plan through Qatar. It asked the US to lift its naval blockade, waive oil sanctions, release around $12 billion in frozen Iranian assets, and hold a ceasefire covering Lebanon and Yemen too. In return, Iran would reopen the strait and restart nuclear talks.
Trump said no. He told reporters outside the White House quote "I reject their proposal." He said Iran wanted a deal because it was losing badly, with no money coming in.
Abbas Araghchi, Iran's Foreign Minister, says the choice now rests with the United States. He says Iran will not give up its sovereign rights, whatever the pressure.
Masoud Pezeshkian, Iran's President, went further. He told Al Jazeera that Iran no longer trusts negotiations with the US.
And here's why the strait matters so much. It carries around a fifth of the world's oil supply. Whoever controls how it reopens controls a fifth of the global oil market.
Iran's plan copied a memorandum the US and Iran signed back in June. That ceasefire collapsed within weeks. Iran says the US broke it by keeping the naval blockade in place.
But here's the thing. Lavrov's offer didn't come out of nowhere.
Russia and Iran have been working together throughout this war. Iran has sent Shahed drones to Russia for the war in Ukraine. Russia has reportedly helped Iran track targets by satellite, according to one unconfirmed report.
And two days ago, Araghchi met Lavrov in New York and briefed him on the state of the US-Iran talks.
So Russia already knew exactly where things stood before Trump said no.
What we don't know: whether Washington will let Russia anywhere near the table, whether Iran sees this as real mediation or just positioning, and whether that June memorandum can even be revived now.
This war between the US, Israel and Iran is nearly seven months old. It started at the end of February.
Russia has just said it's ready to help end it. Nobody in Washington or Tehran has said yet if they want that help.
