Because the city sits close to the front line. That's the whole reason it keeps getting hit, strike after strike.
And the weapon matters here. This was an attack drone, not a missile. Small, cheap, flies low. That makes it much harder for air defences to catch than a missile coming in high and fast.
Here's the part that stings. An air raid alert was already up for drones before this building got hit. So people had some warning. Just not enough to stop a drone finding an apartment block in a city full of them.
This isn't the only one tonight, either. Other reports from the same evening describe drones hitting high-rise buildings elsewhere in Ukraine. So this looks like one strike in a wider night of attacks across the country, not a one-off.
And that's worth sitting with. A drone this small and this cheap can still trap families on the 7th, 8th and 9th floors of their own building.
We still don't know everything. The number of people hurt could still rise. Nobody's said yet how badly the building itself is damaged. And nobody's said whether the drone was aimed at military infrastructure nearby, or whether the apartment block was the target all along.
Russia has said nothing. Not about the strike, not about any target connected to it, not about anything.
