Russian ballistic missiles just hit Kyiv again.

They came down a few hours ago on the CHP-4 power plant and a nine-storey apartment building. At least three people are dead. Twenty-six are hurt, including an eight-year-old child.

And here's the thing. Ukraine says it got zero warning. Again.

This is the second night in a row.

Volodymyr Zelenskyy, Ukraine's President, says the missiles hit around 22:40 Kyiv time. He says Ukraine's own systems only picked them up when they were already almost over the capital.

Vitali Klitschko, the Mayor of Kyiv, reported the damage to the apartment building. The casualty count kept climbing as rescue crews worked through the night.

Zelenskyy says CHP-4 is energy infrastructure. The exact kind of infrastructure Donald Trump's new energy ceasefire was supposed to protect. He's calling the strike deliberate. And demonstrative.

So what happened the night before?

On 12 October, five Russian ballistic missiles hit Kyiv. Also with no warning. Explosions were heard that night before the air raid sirens even went off. Ukrainian officials say that almost never happens.

After that first night, Politico reported something interesting. Citing a source, it said US officials told Ukraine the missing warning was down to bad weather.

Kyiv isn't buying it.

And here's why. Bad weather doesn't explain night two. Nobody repeated that excuse for the second strike.

Dmytro Lytvyn, a Ukrainian presidential adviser, says this has now happened two nights running. He says Ukraine's military and intelligence services are investigating why.

Now the timing. Just over a week ago, the US raised the idea of cutting intelligence sharing and weapons deliveries to Ukraine. The condition: Kyiv had to stop striking Russian oil refineries. The Financial Times, Reuters and Axios all reported it. American envoys Steve Witkoff and Jared Kushner raised the consequences directly with Ukrainian officials at talks in Miami. Witkoff denies making any such threat.
